That phrase that says "No tocan" on the side really said "No tocar" and written in chalk, probably due to some maintenance operation without having to do with any operational slogan.

You are right. Perhaps it was simply to deter some casual onlookers from touching the plane... It happens, unfortunately. In the AZ model DHC Chipmunk T.30 kit:
De Havilland Canada DHC-1 "C.. T.30 (AZmodel AZ7558, 1:72)
the decals read "FORCES ARMESS CANADIENNES" instead of "ARMEES" in the most attractive of the liveries offered with this one...
